Governing Council

The Governing Council of Moshood Abiola Polytechnic was established under Section 3 of Edict 1999 of Ogun State Gazette No. 37 Vol. 24 dated 16th September, 1999. Subject to the Provisions of the Edict, the Council is the highest decision making body of the Institution. Its functions shall include the following:

(i) be responsible for the general management of the affairs of the Polytechnic and in particular the control of the properties and the finances of the Polytechnic and shall also have power to do anything which in its opinion is calculated to facilitate the carrying out of the purposes of the Polytechnic and promote its best interest;

(ii) exercise on behalf of the Polytechnic the powers conferred on the Polytechnic;

(iii) have power to appoint committees from among its own members and delegate to them such of its powers and duties as it thinks fit and make rules for the conduct of the business of the committee;

(iv) have power to delegate, as the case may be, all or any of its powers not exclusively to be exercised by the Council itself to committees of Governing Council or to its Chairman or the Rector as it may think fit;

(v) have power to appoint advisory committees/bodies from among its own members, and from among other experienced persons outside of its members as may consider desirable;

(vi) have power to make rules for the purpose of exercising any of its respective functions or regulating its own procedures; and (vii) do all such things as may reasonably be necessary for the advancement of the objects of the Polytechnic.
The Polytechnic since its inception has witnessed ten (10) Governing Councils headed by the following respective Chairmen:

The Governing Council is the authority of the Polytechnic responsible for making broad policies for the Polytechnic.

Meet the 11TH Governing Council Chairman of Moshood Abiola Polytechnic, Abeokuta: Emeritus Professor, Kamaldeen Olayiwola Abdul-Azeez Balogun

Emeritus Professor, Kamaldeen Abdul-Azeez Olayiwola Balogun was born a little over seven decades ago to the family of Alhaji and Alhaja Abdul-Azeez Balogun in Gbagura, Abeokuta. He is the current Chief Imam of Gbagura Muslim Community, Abeokuta. He is also the Mufti of Egbaland and current Dean, College of Arts, Social and Management Sciences (CASMAS), Crescent University, Abeokuta. He is the founder of Darul-Bayan Institute, Ago-Iwoye; Aljazau Islamic Society of Nigeria and Kamaldeen Al-Adabiy Al-Egbawiy School of Arabic and Islamic Studies, Abeokuta.

Between 1965 and 1990, Emeritus Professor K.A Balogun had his secondary education and consequently earned his first degree from Al-Azhar University, Egypt. He earned his MA and PhD degrees in Arabic and Islamic Studies from the premier University of Ibadan, Nigeria.

He started his academic career with the University of Ibadan and later moved to Ogun State University now Olabisi Onabanjo University where he served meritoriously for four decades and rose through all academic ranks until he retired and was honoured as the first Emeritus Professor of the prestigious institution. In his four decades as a member of the Olabisi Onabanjo University community, Professor Balogun was saddled with many responsibilities.

Among such responsibilities were Provost of the Post-Graduate School; Chairman, Faculty of Arts Postgraduate Committee; Chairman, CESAP Selection and Appraisal Committee; Chairman, University Housing Scheme Committee; Chairman, Olabisi Onabanjo University Press; Chairman, Utilization of Space Committee; Director, Centre for Sandwich Programmes and recently among several others.

Outside Olabisi Onabanjo University, Emeritus Professor Balogun also held several notable positions with other academic tertiary institutions. Among such are Visiting Professor to Al-Hikmah University, Ilorin; and Fountain University, Osogbo (2008 and 2009) respectively. He also served as the Students Affairs, Fountain University, Osogbo (2008 – 2009); Member, Fountain University Governing Council (2008 -2009) and External Examiner for Al-Hikmah University, Ilorin (2009 – 2012). In addition, in 2012, he was nominated Chairman, Assembly of Olabisi Onabanjo University Professors. Currently, he is the Dean, College of Arts, Social and Management Sciences (CASMAS) at Crescent University, Abeokuta.

He has also held several notable administrative responsibilities for private and government establishments. Most recently, the Ogun State Government led by His Excellency, prince Dapo Abiodun appointed Professor Balogun the Chairman, Governing Council, Moshood Abiola Polytechnic, Abeokuta, Ogun State and the Amir al-Hajj, Ogun State Pilgrims Board (2022). Other notable responsibilities Ogun State government had commissioned him for in the past include Chairman, Visitation Panel to Tai Solarin University of Education, Omu-Ijebu (2019); Professor Kamaldeen Balogun was a member, Abeokuta North Local Government Consultative Forum on Blueprint for Progress (2007) and Ogun State Education Reforms (2007). In 2008, the government appointed him Chairman, Abeokuta North Local Government Committee on Employment Generation, Culture and Tourism.

In addition, in 2000, the then Ogun State government appointed him member of Ogun State Islamic Affairs Committee. He led the Ogun State Muslim Welfare Pilgrims Board between 1999 and 2003. He also became a member of the Board of Directors, Ogun State Agricultural Development Board between 1990 and 1991; Ogun State Working Committee on Guide to Sources of Nigerian History (1990).

As an Islamic proselytizer, erudite and trustworthy individual, Professor Balogun is trusted as the Chairman, Ijebu Rabitah Academy, Ijebu-Ode, Ogun State (since 2016); Member, Board of Trustees, Islamic Education Trust (IET), Minna, Niger State, Nigeria since 2015); Chairman, Sharī’ah Advisory Council, Al-Hayat Microfinance Bank Limited (since 2013); Member, Seidun Oseni Enrichment Foundation, Ijebu-Ode (2011); Member, Board of Trustees (BOT) Olusegun Obasanjo Presidential Library Mosque Foundation (since 2010); Member, Governing Council, Crescent University, Abeokuta (since 2010).

Emeritus Professor K.A. Baolgun has been honoured with numerous awards. Among them are Award of Fellow of Association of Religious Educators (NASRED), 2022; Award of Fellow of Islamic Studies in Nigeria (FISN), 2019; Japan Foundation Library Support Book Award, 2004; OOU Long Service Award, 2004; OOU Distinguished Service, 2004; IBC CAMBRIDGE Award for an Outstanding Intellectual in the field of Islamic and Arabic Studies, 2002; Nigerian National Delegation to Saudi Arabia to receive King Faisal Award, 1987; Ogun State University Award for Service and Dedication, 1985; Ogun State University Commendation; Egyptian Government Scholarship, 1979 among others.

Through the establishment of schools and other empowerment programmes institutionalized by Professor K.A. Balogun in Ago-Iwoye and Abeokuta, he has been a major contributor to the growth of human development in Ogun State and Nigeria as a whole. His sterling efforts has helped reduce poverty in the society, groomed young men and women for higher degrees and provided opportunities for the indigent children.

In addition, Professor Balogun is an author of many academic and scholarly works, some of which have been published in international journals and reputable local publishing institutions altogether numbering over fifty (50) publications. Some of the works are Arba’ūn Qiṣṣah (Short Stories in Arabic); Rihlatul-Bahth (Drama in Arabic) and Islamic Songs etc. Some of the works have been adopted by both government and private institutions as part of the study materials for students and scholars in academics.
